O'Brien's Announces Senior Appointments
 Steve Branham
Rear Admiral Steve Branham (USCG, Retired) has joined O’Brien’s as Executive Vice President of Government Services. Steve has assumed overall responsibilities for the Government Services Group and he'll also utilize his extensive government experience to assist all of O'Brien's clients.
Steve comes to O’Brien’s following his recent retirement from the U.S. Coast Guard after 33 years of service. Steve most recently served as the District Commander of the U.S. Coast Guard’s 7th District, headquartered in Miami, Florida. During his U.S. Coast Guard career, Steve held positions of increasing responsibility, including that of Assistant Commandant for Resources and Chief Financial Officer and before that, Chief of Staff and Chief of Operations for the U.S. Coast Guard Atlantic Area. Steve has 12 years of sea duty and has commanded four U.S. Coast Guard cutters. Steve’s formal education includes a Master’s in National Security Strategy, a Master’s in Business Administration and a BS from the U.S. Coast Guard Academy.
 Bill Howe
Sales professional Bill Howe has joined O'Brien's as Vice President, Sales. Bill is leading the sales programs of O'Brien's product and service lines.
Bill brings more than 20 years of professional sales leadership experience; most recently with public relations software as a service provider, Vocus, where he lead that company's field sales organization to successive year over year sales increases. Prior to Vocus, Bill served as Vice President, Sales at InovaSolutions, a global provider of software and services to command and call center businesses. Bill has also held sales management positions with Siemens and Legrand. Bill holds a BS from the University of Virginia's McIntire School of Commerce, with a concentration in Marketing and Systems Engineering.

O'Brien's Alaska Office Adds Staff

To better serve our Pacific Northwest and Alaska customers, our Alaska office now has two employees in residence. Jeremy Michels, Senior Emergency Management and MSTA-CFATS Consultant, joins Kristina O'Connor as our anchorage-based response and consulting staff. Jeremy is a 25- year veteran of the U.S. Coast Guard and also qualified as a Navy diver. He also has qualifications in Federal Law Enforcement, with concentrations in MTSA, CFATS, and Hazmat Security. He is also a qualified On-Scene Coordinator's Representative with the USCG and has extensive Incident Management experience. He has been a consultant for security, business continuity, and incident management since retiring from the USCG.

Spill Prevention, Control, and Countermeasure Rule Update
With all the attention the Gulf of Mexico oil spill has been receiving lately, little room is left for other headline grabbers. As was expected, the EPA issued a Federal Register notice on August 3 proposing an extension to the Spill Prevention, Control, and Countermeasure (SPCC ) compliance deadline. Specifically, this proposed SPCC rule amendment extends the dates in 40 CFR §112.3 by which the owners or operators of certain SPCC regulated facilities must prepare or amend and implement an SPCC Plan, and reconciles the proposed compliance dates for new production facilities. The proposed compliance date for certain facilities is November 10, 2011. However, EPA is proposing to maintain the current November 10, 2010 compliance date for drilling, production and workover facilities that are offshore or that have an offshore component, or for onshore facilities required to have and submit Facility Response Plans (FRPs). Additionally, the Agency is proposing to delay the compliance date for certain facilities that store milk.

O'Brien's Presents at ILTA
O'Brien's was requested to provide a presentation at the International Liquid Terminals Association (ILTA) conference in Houston, Texas on May, 24, 2010.
Niell Irvin, O'Brien's Houston based consulting manager, provided a presentation discussing the various aspects of post-incident measures with a special emphasis on cooperating with regulators.
Niell has more than 20 years experience serving in nearly all aspects of government emergency service and in particular served 15 years as a state on-scene coordinator with the Texas General Land Office's Oil Spill Prevention, Preparedness and Response division as well as a manager within that division.
ILTA represents nearly 80 companies from around the globe as well as partnerships that operate bulk liquid storage terminals in almost 50 countries from around the world. ILTA memberships represent a wide variety of facilities which may be located in national and international ports as well as various riverine environments. The pipeline sector also plays an important part of the general membership to the organization.
As a crucial part of transferring products on a global scale, the membership understands the vitality of these services and what an important economic piece of the overall health of the nation's economy they play. According to the ILTA website, the membership handles "crude oil, petroleum products and a wide variety of chemicals, as well as ethanol, biodiesel, vegetable oils, molasses and fertilizers".
The presentation focused on key aspects of working with Federal, State and Local On-Scene Coordinators. The panel discussion in this panel presentation focused on topics such as:
-Best practices during spill
-On-scene coordinator expectations
-Rules and regulations such as OPA 90
-The National Framework (ESF 10)
-Response issues ( key drivers)
-Incident Command System (ICS)
-Public information
-After action reports
What made this opportunity so unique was not only was this a conference with unlimited opportunities to listen and interact with industry experts and network with peers in the industry, this also marked the 30th anniversary for the association.

In addition to the SMT TTX we will also give presentations on important topics and provide an up-to-the-minute regulatory update. US Exercise in Long Beach, CA
Due to our extensive involvement in the Gulf of Mexico response the State of California has agreed to grant O'Brien's credit for our efforts toward the annual SMT TTX requirement. Similarly, PREP allows for the annual SMT TTX requirement to be fulfilled by an actual response. We remain fully involved in the response and expect to be so through the scheduled date of our Long Beach exercise. Therefore, our Long Beach exercise will be abbreviated and will consist of a targeted exercise in the morning and presentations in the afternoon. The afternoon session will include a presentation about our response activities in the Gulf of Mexico and our annual regulatory update. We will also host a cocktail reception the evening before the exercise.
